Being in NC myself I would tend to think you are probably right about TN.

The whole problem is the police don't have enough funding now to investigate and weed out those not suited to the job and to do proper training etc. Reducing their funding will only exacerbate the problem.

Unions are a huge problem
Just like the teachers unions make it impossible to fire bad teachers, who just sit in the rubber room all day.
Unions always protect the worst of the worst at the expense of all others.
