Context matters.
Musk admitted to making the mistake and stated when they realized it, they immediately restored the Ebola program funding with no interruption to the FUNDING for the Ebola program. DOGE controls the FUNDING to these programs, not the programs themselves. So when Musk talks about these programs, he is referring to the funding of these programs.
Trump issued a waiver to allow funding for the Ebola program. Unfortunately, US Aid had already dismantled their task force of contractors, etc. That said, once Trump issued the waiver the task force should have been put back into place.
BUT BECAUSE OF POLITICAL REASONS, the contractors were hesitant to go back to work and accept the funding. FROM CBS NEWS:
While officials secured a waiver on Saturday from the State Department to free up some funds for the Ebola response, many recipients of U.S. funds have been reluctant to accept the money because of the turmoil in Washington, two people familiar with the situation said.
Nonprofits have also been grappling with a growing number of demands imposed by the Trump administration as a condition for receiving funds, like a sweeping order to purge all mentions of gender and diversity "at every level and activity, regardless of your location or the citizenship of employees or contractors" supported by U.S. dollars.
In Uganda, groups are still waiting for clarification from their in-country contacts at USAID about how the waiver would apply to their work, the people said, wary of incurring more expenses that might never be repaid.
Following Mr. Trump's executive orders, the country's health ministry urged all staff backed by CDC and USAID to "continue working in the spirit of patriotism as volunteers," in a letter obtained by CBS News, as Ugandan officials sought "to restore normalcy."
THAT IS THE TRUTH AND WHAT REALLY HAPPENED.

The president’s numbers do not come anywhere close to matching figures posted on the DOGE account on X, Musk’s social media site. (DOGE stands for Department of Government Efficiency, though it is not a Cabinet-level agency.) We added up all the figures posted, taking most of them at face value, though virtually no documentation was presented. The numbers add up to about $6 billion a year, though $4 billion comes from a proposed cap on National Institutes of Health research overhead payments to universities, medical centers and other grant recipients. A judge has blocked that for now.
