Abortion in Ukraine is legal on request during the first twelve weeks of pregnancy. Between 12 and 28 weeks, abortion is available on a variety of grounds, including medical, social and personal grounds, and for any reason with the approval of a commission of physicians.[1]
Prior to 1991, abortion in Ukraine was governed by the abortion laws of the Soviet Union. The laws have not changed since then. Abortion rates have fallen from 109 abortions per 1000 women aged 15–44 in 1986 to 80.9 in 1991, 67.2 in 1996[1] and 27.5 in 2004.[2] As of 2010, the abortion rate was 21.2 abortions per 1000 women aged 15–44.[3] In 2014 the abortion rate in Ukraine decreased to 14.89 per 1000 women aged 15–44.[4] Abortion rates in Ukraine and Belarus have converged in recent years, creating a large gap with post-Soviet Russia.[5][nb 1]
President of Ukraine Volodymyr Zelensky has spoken in favor of expansion of abortion rights.[7]

It seems strange that they would measure abortions per woman instead of abortions per pregnancy.

Perhaps because the number of pregnancies is harder to know. Many pregnancies may end by miscarriage and never get reported as an abortion or a birth.
 
I will never understand how its not between a Dr. and a patient, only men are allowed that choice in the US.
 
We turned into 2nd class people in the US.
You're a second class citizen because you cant murder a baby?

Because it involves another person who you are not giving a voice that's why. Though Im pretty sure if you could ask a fetus if it would like to live or be killed we all know what the answer would be.

Perhaps because the number of pregnancies is harder to know. Many pregnancies may end by miscarriage and never get reported as an abortion or a birth.
So if a woman gives birth to 5 children and has 1 abortion, it counts as a woman that had an abortion.

Not a very good metric.
