I'm not sure why Russia was given "Konigsburg" after WW2. They captured it and kept it as a warm water seaport. It sounds to me that NATO is saying if Russia takes any NATO territory Kaliningrad gets captured and Russia loses it warm water port.

It wasn't part of the Baltics, and Russia kept it after the shifting of the Polish border east to make sure they kept the birthplace of Prussianism, which was the grandfather of Nazi German expansionism.

Plus I doubt they thought the Soviet Union would ever actually collapse and create said external province.
