Because he was trusting the state and local law enforcement to do their jobs and protect their citizens. He was giving them all a chance. He apparently was taking notes, because he's not waiting around for leftist states to quell any riots. He will act if they refuse to.

And I could go a step further, that if they refuse to implement the law, any National Guard/Marines that get sent into a city experiencing riots will remain until the State's governor can demonstrate they can keep the riots from reoccurring. Otherwise, tough shit.
