I think you really need to go back and read how this process works and why things happen the way they do.
Often times they can't get to a final vote until they go thru the process of getting a bill in the form that will get the votes needed to pass.
Used to be everything took 60 votes to pass the Senate.....but thru reconciliation they can pass it on a majority vote.
The Democrats aren't interested in helping fix problems. They only cause problems. So the bill has to go thru these hoops just to get it to the point were a president can sign the thing. The spending cuts will have to come later after the tax cuts and other measures are law. That is the primary focus right now. If not.....we're going into a recession when the tax increases Biden signed kick in. My income tax deduction will be cut in half and my Medicare premiums with go up 400%.

Trump does not a knowledge it at all. He finds it very inconvenient to his goal of being king. Most of the time, you defend Trump’s disregard for the law.
