I believe it's a reference to this verse:

It seems when I looked up Avot 3:2 most rabbis say it has to do with respecting the government and laws.

The guy's name was "Yaniv", a popular boy's name whose meaning is "he will prosper", etc. Not sure about the "2.3."; It could also be a letter "ts" which might be the first initial of his last name. The M-1 carbine was toted around by high-schoolers with a police escort on reserve duty in most Israeli cities through the 1980s or so.
