1. Challenge the Presidents order since he has failed to get required consultation with Congress as required in the 1980 Refugees Act.

2. Cite the Brady reversal in Printz vrs the United States where the SCOTUS ruled that Congress and the Federal government could not commandeer the resources of a state to enforce federal law.

So by refusing to provide the facilities, and support for the refugee relocation the governors not only could refuse cooperation, but could also file lawsuit to stop the federal government and get a stay on any process putting refugees in their states on public safety concerns and the costs entailed in protecting them from potential terrorists among the Muslim refugees since our declared enemy ISIS is openly attempting to conceal terrorists among these refugees.

3. Cite the Tenth Amendment and deny the imposition of an enemy contingent in their state citing again public safety concerns.
