They are elected to represent the group of people represented by the voting base for the position in question, IN THE GENERAL ELECTION.

In the primaries, the parties decide who they want to represent their ballot space in the GENERAL ELECTION.

Denying a person the right to declare they are part of "group whatever" on a ballot or in the press is a 1st amendment violation by the government.
