It changes by the Amendment process. Any other method is illegal.

The government has done it before and we'll be glad to do it again.

The government did seize weapons from certain people, when FDR put them in concentration camps. Such actions were neither civilized nor wise.

No .but now it takes an act of congress and ratification by all 50 states, in today's world that will not happen

It takes an act of Congress or constitutional convention. And only needs 38 stated to ratify.

Actually there was nothing in the constitution preventing them from voting and in fact they did vote until one of the parties realized letting them vote made them a minority party.
