In the US you can get a free machine gun with every box of cornflakes.It is not the same. He owned legally two weapons and was tested whether he knows everything about how to handle this guns - so no one is able to be hurted unintentionally. (“Place ammunition and weapons in different locations” for example). And he had to make also a psychological test under the presence of a psychologist if It is correct what I heard. He got the lincense called in Austria "drivers license for guns".
Psychological tests are able to fail. When they fail in most cases someone gets not a good result so he gets no license on not any real existing reason. Not nice but no risk for no one. Here had happened the second kind of error: He got the license although he had not to get it. Perhaps this has to do with that he looked more like an innocent sensitive boy than a barbarian swashbucklar.
Another problem with psychological tests is it that the concrete content of the test should be unknown to the tested person. More easy example: Someone makes an IQ test - then he is able to train with lots of tests. This is not bad because it is just simple a training how to make such a test. But no one should know the concrete items of the final test which is used for the measurement - otherwise the test is not able to give a correct result.
Austria will tighten up its regulations because the system isnt working.
