They create a gauntlet of regulations and zoning rules, each one of which has the intention of saving the planet in one way or another, and because they have no economic sense whatsoever, it never occurs to them that they have made it nearly impossible to build anything, and in the process created a system that is ripe for graft, with people bribing inspectors and whatnot to get their permits.
