From what I know, many Americans carry guns.
Pretti did not use it, did not draw it.

As far as I know, Minnesota does not have a law that allows him to legally have that gun on him. One needs a permit to carry a gun, which means that you must have that permit on your person whenever you carry the gun. The officers found no permit on him.
