Actually, it's not. 4.7% is for December, with a reference week of December 11-17.
This week, ending tomorrow, Census is out collecting the data for January, using a reference week of January 8-14, and that will be the final unemployment rate for Obama.
Note that, as happens every year, Census has reworked their population estimates which will affect the Current Population Statistics BLS uses to calculate the labor force data. So it may (or may not) appear to be a big difference between the January number and earlier.
