You are right, it is manipulation, the left are certainly doing that.
As far as was the comedians speech vetted? We don’t know. They say that the “C” word was pulled out of the speech, but we have mo idea of the speech was actually read. They may have run it through a doc program on a computer and searched for specific words to make sure they aren’t there, but we don’t know for sure. Maybe they did read it and saw it as a joke, as was intended. Again, we don’t know. But, rather than wait to find out, the left just rushed to judgment.

" The Pew Research Center says Pennsylvania has the fourth-highest Puerto Rican population in the United States which makes up about 8% of the state’s population." (this might be Hispanics, wikipedia says it's 8% Hispanic)

That made up 5% of the vote. Trump lost the state by 1.2%
Trump has been ahead in the polling in PA 0.2% to 0.5% until Kamala came out ahead by 0.3% in the latest one, which puts Trump head in general.
If he loses 29% of 5% that's 1.45%
He probably wouldn't lose all of the Hispanic vote, if he lost 29% of the 3.5%, that's 17,500 votes, that could be a tipping point. The number of supporters from Puerto Rico was probably higher than this as Trump was polling way above his 2020 figures.

Was it vetted? We don't know. However we do know it was Trump's rally, and Trump's in charge and he wants to be the President but he can't even run his own rally to his liking.
Maybe Trump saw it and thought attacking Puerto Ricans would be funny, just like how he didn't give a damn about Puerto Ricans when a hurricane hit them hard. That's the problem. When something happens once, it could be a mistake. When things happen repeatedly you see a pattern. Trump doesn't give a flying fuck about Puerto Ricans.

Maybe he saw it as a joke, like the comedian intended. Trump probably didn’t even know about it til the next day.
I’m pretty sure the left doesn’t care about Puerto Ricans either, they just see this as something to latch onto to hurt Trump.
