The point here is that he did something illegal (as the report states) over a long period of time but he's too brain-addled now to press charges against.

Thing is Trump was POTUS, FJB never was when the thefts occurred.

Now if you want to make the argument that the documents were covered once FJB became POTUS then I might go for that.....But Trump gets the same consideration.
