Because no one would pave roads unless there were laws and taxes demanding roads be paved. That explains why private subdivisions and apartments all have dirt roads.
I still always laugh when "roads" is the first retort...
Actually.. It would be a lot harder for newer Sub Division to have New Roads and that the State or Town makes sure to take care of them.
(The Reason I say roads is, it's what I use the most out of Tax Payer Funded Programs.)
