I thought the OP might be caught off-base (when I had read only the thread headline) because the always dubious “fact checkers” had mentioned the “sovereignty” clause.
However, as noted by the OP quite correctly, Art. 4 par 3 on “sovereignty” does indeed have that almost self-nullifying provision.
Fact checkers are useless. They don’t do their jobs properly. Or maybe they do it dishonestly. Either way, kudos to the OP. And kudos to the likes of David Horowitz and The Blaze and the U.S. Senators who are voicing their opposition to this treaty and proposing amendments to it at a minimum.
I’d recommend that it not be ratified without agreement to our proposed amendment ahead of ratification.

Article 4, Section 3 of the draft agreement states,
“Sovereignty – States have, in accordance with the Charter of the United Nations and the principles of international law, the sovereign right to determine and manage their approach to public health, notably pandemic prevention, preparedness, response and recovery of health systems, pursuant to their own policies and legislation, provided that activities within their jurisdiction or control do not cause damage to their peoples and other countries.”
So if Bill Gates calls his puppet Tedros and tells him to say "the US is harming the world by not requiring mandatory vaccinations, then the US no longer has "the sovereign right to determine and manage their approach to public health."
