Even those antique nukes had a large area of coverage. Civilian casualties were the intent. Japan didn't have the kind of wide open areas that would allow a nukable military installation that didn't include taking out a city.Militarily there was nothing left to drop them on.
I'm sure they could have found an army or naval base to drop them on. Sure there would have been some civilian casualties, but not as many as a city.
Why couldn't they have dropped the first one in a harbor to wipe out the ships and shore installations? That would have demonstrated the weapon while minimizing civilian deaths. Then if the Japs didn't back down, he could have hit a city.

The firebomb campaign in the other cities gives you the answer. Them Japs was sub human, the more of them dead the better.
