No, it's actually a survival trait. Although fear may not always be based on facts, people who give in to their fears are more likely to survive than people who don't. Natural selection favors those who act based on fear.America will be fine as long as we have the wisdom to not let fear guide our actions.
Fear almost always guides people's actions. There are not many people out there who can put their emotions in check and make a logical decision beyond them. It's a flaw in the human condition.
