I don't know why she's surprised, for the 26 years before her it was represented by Republicans, since the district was created in 1953 it went back and forth pretty much regularly until Ed Roybal (D) held it for 18 years starting in '75.

I lived in the area for a good portion of my life (35 years) and I can tell you, it's not exactly hard left...
