In 2010, around a billion $ aid came from Government.
Rest (about 700 million $) was from civil society and private companies.
Specific numbers are in link.

Figures for 2011 are not available, yet.
But in 2011, Turkey donated to Somalia 500 million $ alone.
Considering that Turkey donated more than $500 million in aid to famine-hit Somalis this year, the amount of foreign aid is set to increase in 2011 figures.

The amount still doesn't match the alms given to Israel by USA.

What you call donations from government are nothing but money taken from citizens. At least give the credit to whom it belongs. Government cannot give what it does not first take.

Turkey was co-hoster of development conference on South-Sudan on 15th December 2011 which took place in White-House and which was organized by 5 countries.
And we have made specific commitments to development of South-Sudan's future.

Turkish NGO distributes trade-tickets for money payout. Each ticket has value of 22$.

A Somali refugee in the Dadaab refugee camp in Kenya holds a ticket from the Turkish aid agency Yardimeli. The refugees traded the tickets for 2,000 Kenyan Shillings in cash, worth about $22 dollars.

There is no security in Somalia, what do you think will happen to that hospital once it is built? it will turn into a barracks for Al Shabab.
