The State isn't fulfilling its part of the deal. The President is spot on to cancel the grant- the project is a failure.

Actually, its both and neither. Both of those ideas were always true, it was a bad program and President Trump does owe California some revenge. But the real reason is, California isn't saying what it said it would do with the funds. It was supposed to be a lot further along, for a lot less money, and California has actually abandoned large parts of the rail system.
