The simplest theory is usually the best, the subpoena is overly broad and should be quashed. The DA has no reason to request so many years of returns when he is supposedly investigating something that transpired in 2016. That said, a subpoena can't be used for a fishing expedition, they would have to demonstrate probable cause to get even the 2016 returns.

He is serving in a office that has longstanding legal requirements, procedures, traditions, and courtesies, and he has consistently refused to conduct himself accordingly.
