He knows he has no domestic agenda, and he has failed many initial tests on immigration and repealing Obamacare, and is soon to fail on the budget.
Therefore he needs a "strong man" moment to rally support, and what better way than to send a few missiles into a Middle Eastern country (that happens to be an enemy of Israel, and that the fossil fuel companies want to build pipelines in), and to blame the so called dictator of that country for horrific attacks upon his own people.
Such an action will shore up domestic support, and send a strong message to other countries like Russia and China that he means business in maintaining American empire. Of course, for the action to really work, you have to warn the opposing side before hand, and send the missiles into an unimportant area, so there is no chance of major retaliation.
Mission Accomplished! Except for one minor detail: more and more Americans are wising up to these games.
