Visitors holding a Schengen Visa are able to enter Vatican City. It says for their county there are no formal requirements to enter it. PERIOD.
However, they are reminding people that the Vatican is located in the middle of Rome, Italy and Rome, Italy has their own requirements that you would have to meet in their laws....not the Vatican's laws.
So, the Vatican has NO LAWS or formal immigration requirements. NONE, ZERO, ZIP.
If we had open borders, and a person coming here to the USA, from the EU, came trough Canada, they would have to follow Canadian Immigration Law, before they could enter the USA's open border.
