At least it was established by over 80 local Palestinian leaders. And they declared it on behalf of all of the people and inside its international borders.

On the other hand, Israel was declared by the foreign Jewish Agency that was created in Zurich by the foreign World Zionist Organization. Israel was formed on behalf of newly arrived settlers. It defined no territory or borders.

The Jewish agency was a creature of the Mandate and worked in an advisory capacity. It had no political power. Since it was a part of the Mandate, when the Mandate left it had no function.

No matter what the overt political position was on the sovereignty establed by Jordan in 1950, the fact of the matter is that Jordan established the highest level of control, and the nations of the world accepted the Arab Palestinians of the West Bank exercised self-determination.
