Being a "billionaire" deals with accumulating a billion or more dollars in wealth.

Very, very few - almost a completely insignificant number of people earn a billion dollars in any given year; perhaps only those who sell some asset worth something close to or more than billion or more dollars in a single year.

In or during 2014 there are fewer than 500 billionaires in the US and none of them earned a billion in a single year.

But to the concept, if any or all annual earnings of an individual of an amount greater than a billion dollars was confiscated, then the yield in the tax would only be that amount over a billion that the individual earned.

No individual in a position to earn over a billion would accept that distribution of income over a billion if the consequence was that they would pay all of the amount under a billion that amounted to make up an excess of a billion.

Anyone in a position to earn an amount over a billion could find a deduction to defray that income or they would in reality be volunteering to donate that excess to the treasury.

The real effect would mean nothing in the real world to the treasury or to the needy of the poor
