    Just finished reading a biography of Augustus and Rome, who ran the world, did not even have a police force at home.

    Can you image?

    Almost all civil matters were decided in civil courts.

    Compare the in the City of New York, homes destroyed by Sandy were just cited for violations by Emperor Bloomberg

    Actually, Augustus instituted the first police force in 6 CE.
