I'm not a Trump fan, and Giuliani is a horrible spokesperson, but taken in context, he seems to be pointing out how events can appear different depending on one's perspective. Saying "Truth isn't truth" is a terrible way to put it, but I think what he meant was more along the lines of "what seems true to one person will not seem true to another."
