As I said, pretty much everyone concedes Individual1 has done all that is alleged, both he and others have admitted it on tv but the Republican senators and his base don't care.

Contempt of Congress is not what Article-2 is based on. Eric Holder has many "Contempt of Congress" medals. No big deal.

"Obstruction of the House" is what Article-2 is based on, and the USSC killed Article-2 by ruling that Trump does ion-fact have due process rights, when they took the House subpoena for Trump's tax records.
 
The higher-level criminal obstruction even has basis in due process. The witnesses, e.g. Bolton, have Constitutional Rights to offer testimony: Except that the sitting President refused to allow their Civil Rights.

Its essential for the President to have executive privilege as the foreign crowned head need to be able to talk freely as well. Getting an agreement is difficult enough, but when if the leader of Germany or Mexico or Congo thinks their dialogue with America is going to be on the news media, that's a problem.
 
If the foreign governments don't want the US Congress to send them any money, then of course they can ask the President to invoke "Executive Privilege:" So that no hearings on any such money appropriations every be held, no money appropriated to be sent.

Congress holds hearings on Executive Branch requests. Security protocols agreeable to all parties happen routinely.

When the inquiry is obstructed--and into why money was suddenly diverted, or sequestered: "Executive Privilege" is more likely no longer applicable. "Criminal" is not a basis to invoke "Executive Privilege." People can actually go to jail on many matters.
