Do you even know what the Treaty of Tripoli is? The United States Government was demonstrating it was not officially tied to a specific religion, because it did not want there to be animosity between the two nations -- reassuring the Tripolitan government that the United States would not be waging a religious war against a muslim state. This was a huge concern during the time because of Europe and muslim states in the Mediterranean area.
