Yes, the Clean Water Act was put into effect for a good purpose – to stop businesses from polluting the water we drink and need to exist. But, like most things, a government bureaucracy goes to extremes with it as its excuse. I'm glad someone in Congress finally woke up to this and passed this resolution.

And we all know Dingy Harry will sit on it in the Senate.

How about instead of constantly chasing after the EPA they change the law so that the EPA cannot create any new regulations without approval from Congress first? After all, the Constitution does say Congress makes the laws, not unelected bureaucrats.

It would make it otiose in the extreme. The EPA promulgates hundreds of regs a year. Most of them are pretty tame and limited. Perhaps if they needed approval for any reg that would affect more than X dollars worth of business.
BUt with this administration you cannot count on them obeying any law passed. Obama has flouted countless laws, from immigration to welfare, to labor. He would doubtless lie about this too.
Yes, abolish the EPA, move their legitimate functions to Interior.
