Hmm.... I not so sure it's as clear as all that. But does it matter that much? If, for example, we had concrete data that 51% of registered voters were in favor of ACA, would you be willing to accept it?
Absolutely because then it WOULD be the 'will of the people'...but it WASN'T.

See, I wouldn't accept it. When it comes to matters of Constitutional limits on government, and the protection of individual rights, the will of the majority is irrelevant.

Obviously, someone who sees government as the vehicle to achieve “the greater good”; with individuals as having no higher role than as servants to that government, to be used as government deems appropriate to achieve this “higher good”.

He may very well, indeed, “…know nothing of foundational American thought”; more likely, he knows it and does not agree with it.
The greater good can not be achieved without government.
