As did the "We Bad!" attitude the Republicans had back in those days, thinking that terrorists were afraid of them and would never attack on their watch would explain why they did zero after Bush got in office

For the Duration of his Presidency, Clinton did NOT Catch who would be the Mastermind of 9/11, and who in Fact Attacked the Towers not once, but Twice... The 2nd time Successfully.

Clinton saw a Declaration of War by al Qaeda in 1996, and KSM planned 9/11 for half of Clinton's Presidency...

Clinton was given a Detailed Report outlining al Qaeda's Desires to use Commercial Aircraft against Targets such as the Pentagon...

Bush would have also had that detailed report. What did he do?

If that's not open to debate it's only because it's such a dumb argument that it's amazing the right even tries to use it unless they're stupid. Every single "Clinton should have..." the right comes up with can be easily thrown back right in their faces because Bush didn't do any of that stuff either until 3,000 people were killed. It can also be thrown right back in their faces because Clinton did try to do something about terrorism several times but was always blocked by the Republicans who weren't interested in preventing another terrorist attack on a Democrats watch. As for treating terrorism as a criminal act that was the norm for all Presidents Democratic and Republican. It wasn't until after 9/11 that the right came up with that talking point and tried to make like it was a purely Clinton thing. They didn't even follow that after 9/11. Richard Reid, the shoe bomber, was read his rights and tried in a civil court

Bush was President for 8 months before 9/11. He would have had that report. Why didn't he do something?
Even if he didn't have that report the question why didn't he do something still applies. If bin Laden was such a damn threat during the Clinton years then why didn't Bush do something? Why wasn't he hunting bin Laden before 9/11. In fact Clinton was hunting bin Laden but Bush called off the hunt, partly because of ABC (anything but Clinton, the attitude that if Clinton was doing it then it was bad) and partly because of the then very common "we bad!" syndrome (the beliefs that terrorists would be too ascared to attack while the big bad Republicans were in charge
