The many failing of the American Intelligence community to give our government advanced warnings of Soviet (now Russia) troop movements is legion.

Now think about ALL the failings of our intel agencies over the years...starting with Russia today , throw in 911, The fall of Iran, the fall of USSR, the Cuban missle crises, the Belin wall, the invasion of S Korean in 1950...I think you get my point, right?

Given that the whole point of the CIA was Itp provide INTELLIGENCE ABOUT FOREIGN NATIONS, I'd say we're not getting our money's worth.
