Lol, Bush had been in office for less than a year, and was still implementing new policies and getting laws passed that would not take effect until the FOLLOWING YEAR.

Everything that was in place at the time of the 9-11 attacks were policies and procedures put in place by Bill Clinton who bears the sole blame for the inaction, ineptness and incompetence of our anti-terrorism efforts prior to Bush being able to get laws passed and in effect.
