The state legislatures can call for the convention, can propose and adopt amendments to the Constitution, and completely leave the US Congress and Senate out of the process.That was the rub I was talking about. They won't vote for firing themselves, too lucrative of a racket.

Multi-seat districts with preference voting... That will bring the incumbency rate down naturally and for better reasons.. It would create more parties and better representation... US method of democracy is antiquated..
