this is timely and makes a lot of sense. It would limit government interference in businesses decisions, but exposes an outrage that most Americans likely are unaware of.

The video directly above your post outlines the purpose quite well.

I do not see it actually achieving any kind of separation from Chinese censorship though. Studios will just open another affiliate that will make or purchase the rights to the movies in question not to mention that the government does not have an out sized impact on the film industries income anyway. It's not like the DoD is a major player in movie making.
