Swarm Boat Testing

Has anyone been keeping up to date, as much as possible, on the testing of the Swarm Boat Concept currently underway? Are these boats armed in any way for defense or offensive operations? Other than churning up some water, do they have a real purpose other than showing the flag? This is an honest and straight forward question and please respect my stupidity, should that be warranted as I personally feel we have many other assets available for the observation of vessels afloat.
