This should be done in high school, not college. Why should a university student pay thousands of dollars extra for a course that should be taught to them for "free" in high school? Universities already have too many financially burdensome requirements.

Why wait? Start in elementary school. You don't need to go into great detail at that level, but basic concepts could be taught.
