See how that works?
President Obama's signature, to the DHHS, gave the states permission to ask for a waiver.

If there was a caveat of the legislation that allowed states to request waivers, all of this wouldn't have been necessary.

He's not enforcing the laws against illegals. Just last month he announced he would let millions of illegals stay in america and even give them work permits. This while 30 million american citizens need jobs!!
