No it is not a State and has no reason to expect representation in the senate.
What makes a state a state? A simple declaration doesn't make it so and it does have a larger population than WY. I don't believe it should be either, because when the Federal government decided it didn't want the VA part of DC, it was returned to the state. The same "courtesy" should be afforded to MD.

Carve out the Federal enclave and send the rest back to Maryland.

The people who live there should not be disenfranchised. DC has a bigger population than Wyoming

It was part of the deal when they moved there, and if they don't like it they can move to an actual State.

Just like it has always been, for the very reason of only one ideology over representing the whole country. Like it has become.

Republicans would NEVER allow DC to have representation due to its democrat leanings....
However, states like Nebraska or Mississippi have virtually always voted republican....at least for the last 30 years or more..

The Senate is representative of the STATE(not city) as there are 2 for each STATE.. Since Washington D.C. is a city, NO it shouldn't have a Senate Rep, ever. if people want a State Representative, move out of D.C.
