He was impeached. The Senate acquitted him.

The impeachment process of Bill Clinton was initiated by the House of Representatives on December 19, 1998, against Bill Clinton, the 42nd President of the United States, on two charges, one of perjury and one of obstruction of justice.[1] These charges stemmed from a sexual harassment lawsuit filed against Clinton by Paula Jones. Clinton was subsequently acquitted of these charges by the Senate on February 12, 1999.[2] Two other impeachment articles – a second perjury charge and a charge of abuse of power – failed in the House.

I am sure it has been pointed out but I'll do it again, Clinton was impeached for lying. The Senate just didn't have the moral backbone to remove him.

And that would have happened whether he lied to the Grand Jury.
 
Bill Clinton would have never stepped down on his own. Have you ever known a Clinton to be honest, truthful, and straightforward? Even after his impeachment, he continued on as if nothing ever happened. Even today, the Clintons are the same way, especially Hillary: She is completely oblivious to the things she did while Secretary of State, and during the campaign.

Wouldnt have happened had he not lied. There would have been no grounds for it.
Grounds are whatever Congress says are the grounds.

Gingrich was on a bad roll, having been made to look stupid by Bill repeatedly.

Doesn't matter, without his lying to a federal grand jury, congress would have never impeached,
 
Since the OP is ignorant of the fact that President Clinton was impeached..

Shouldn't the OP remake the question to ask: What if President Clinton wasn't impeached?
