Four studies came out in 2016 alone rebutting the charge that police shootings are racially biased. If there is a bias in police shootings, it works in favor of blacks and against whites. That truth has not stopped the ongoing demonization of the police—including, now, by many of the country’s ignorant professional athletes. The toll will be felt, as always, in the inner city, by the thousands of law-abiding people there who desperately want more police protection.

On October 22, Doctors for Responsible Gun Ownership (DRGO) presented new concealed carry-related research to the Congress of the American College of Surgeons. The key takeaway from this research is that relaxing concealed carry laws has no effect on violent crime rates.

This paper, which was well received and is now available online (paywalled),is an important step toward clarifying contradictory findings in the existing research literature. Past research focused largely on concealed carriers as a group or on the number of concealed carry licenses among the population. However, increased interest in concealed carry is very possibly a response to rising crime rates, not a cause. For this reason, this DGRO-affiliated study measured the effects (or lack thereof) of legislation only, not the number of permits issued or the number of gun owners in the population.

Using data from a 30-year period (1986-2015), during which many U.S. states changed their concealed carry policies in favor of greater leniency, the researchers designed a Carry Restriction Scale that incorporated “no carry,” “may issue,” “shall issue,” and “unrestricted carry.” This allowed the leniency of concealed carry legislation to be meaningfully understood as a variable in their statistical analysis. Then, for good measure, they created a second, binary variable that also measured restrictiveness of concealed carry laws.

For each state and year during that 30-year period, the researchers amassed data on 14 different variables, including the Carry Restriction Scale variable. Among those, they included not only data on various violent crimes (rape, aggravated assault, homicide, etc.) but also data on unemployment and poverty rates, which are known to influence crime. Thanks to this dynamic approach, they were able to actually isolate the variable they were interested in.

Finally, applying a regression analysis that involved over 21,420 discrete data points and two different measures of concealed carry leniency, the researchers confidently confirmed their hypothesis: There is no association between state-level concealed carry laws and the rate of ANY violent crime.

Problems with a new study from Journal of Criminology claiming that permitted concealed handguns have no effect on violent crime - Crime Prevention Research Center



Public health researchers at Texas A&M University (Charles D. Phillips, Obioma Nwaiwu, Szu-hsuan Lin, Rachel Edwards, Sara Imanpour, and Robert Ohsfeldt) have a new piece in the Journal of Criminology that claims that concealed handgun permits have no statistically significant effect on crime rates.

Depending on the regression reported, they look at data for either 3 or 4 states with permit data from 1998 to 2010 (Florida, Michigan, Pennsylvania, and Texas).

As past surveys of the literature have shown, there have been other studies that have found that right-to-carry laws don’t reduce violent crime, though they have been in the distinct minority. Yet, the worst that they can say is that these laws don’t produce a bad effect.

No serious explanation is offered for why these authors exclude other states or years?

County level permit data are easily available for Illinois and Wisconsin because no permits were issued over this entire period of time. Oregon, Tennessee, North Carolina, and other states have county level data over this period of time. This is important because the test that they are preforming compares these states relative to one another during the period that they all have right-to-carry concealed handgun laws.

When authors throw out data there had better be a good explanation for why they are doing it, but no explanation is offered here.

The obvious cause for the increase in murders during the last years of the Obama administration was the Black Lives Matter movement, which was enthusiastically endorsed by the White House. When police officers are afraid to do their jobs for fear of career-ending charges of racism, criminals prosper. Baltimore is the most notorious example, but the same phenomenon has happened in other cities where law enforcement has been besieged by the Left.

The reason for the current increase is what I have called the Ferguson Effect.

Cops are backing off of proactive policing in high-crime minority neighborhoods, and criminals are becoming emboldened.

Having been told incessantly by politicians, the media, and Black Lives Matter activists that they are bigoted for getting out of their cars and questioning someone loitering on a known drug corner at 2 AM, many officers are instead just driving by. Such stops are discretionary; cops don’t have to make them. And when political elites demonize the police for just such proactive policing, we shouldn’t be surprised when cops get the message and do less of it.

Seventy-two percent of the nation’s officers say that they and their colleagues are now less willing to stop and question suspicious persons, according to a Pew Research poll released in January. The reason is the persistent anti-cop climate.

Four studies came out in 2016 alone rebutting the charge that police shootings are racially biased. If there is a bias in police shootings, it works in favor of blacks and against whites. That truth has not stopped the ongoing demonization of the police—including, now, by many of the country’s ignorant professional athletes. The toll will be felt, as always, in the inner city, by the thousands of law-abiding people there who desperately want more police protection.

CPRC on National Public Radio: Trying to discuss the problems with the Gun Violence Archive - Crime Prevention Research Center

National Public Radio did a report on Mark Bryant’s Gun Violence Archive, where he collects cases of gun deaths and crimes. But there is a reason we should rely on FBI and CDC data before we rely on what Bryant has put together. You simply can’t use media reports to determine what happened in cases. The FBI and CDC also has national standards that allow you to make sure that you are putting together similar cases.

The discussion on this show of defensive gun uses is not very useful. NPR had Bryant make his point first, a partial discussion by John Lott, and then Bryant’s response. Lott’s point wasn’t that all these cases aren’t reported to anyone. Some aren’t, but what Lott had argued during the part of the interview that was edited out was two fold:


1) Media reports rarely cover cases where people use guns defensively. If someone uses a gun defensively and the criminal runs away (as occurs in virtually all defensive gun uses), that is simply not going to be considered newsworthy even if it is reported to the newspaper. If you believe media accounts actually get virtually all the defensive gun uses, you would have to believe that about 85% of the defensive gun uses end in the criminal being killed. No one believes that. It is just that those cases are more newsworthy than cases where the criminal is wounded. Only a few percent of the cases seem to involve cases where no one is harmed.


2) There is no standard reporting for police even when they are told about DGUs. There are no reporting forms for police. Police do not report these cases to the FBI. Justifiable homicides are in theory reported by the police to the FBI, but that data for civilians is even worse than it is for the police, and I suspect you have heard how horribly bad the police data is.
Bryant was inaccurate when he claimed that Lott said that concealed handgun laws in Chicago were responsible for the drop in violent crime after the law being in effect for just a month. In fact, after the law had been in effect for a year-and-a-half Lott said “it is very doubtful that permitted concealed could have a significant impact on crime rates.”
