And the rest comes from people who qualify for Medicaid (but aren't signed up) and those exempt because the cost of coverage would exceed eight percent of their income even with the subsidy. So basically, you're criticizing the bill for not covering illegal immigrants and for not spending more money on subsidies, while at the same time bitching about the cost of the bill.
