I'm not sure what the problem is with releasing the report in it's entirety.

If Mueller says anything in the report about any Americans that aren't under indictment it is against regulations. So the AG has to go through the report and make sure that Mueller didn't make any accusations about anyone he hasn't indicted.
Mueller tried to force Trump to fire him. He strung this out and gave NY federal attorneys indictments that are under seal. Why they're under seal is to string this out even more. The magical indictments are out there simply to give the impression that Trump is still under investigation. He is not under investigation by anyone other than the House.
I think that the people that created this mess in the first place are in serious Trouble. Hillary is being investigated....and I wouldn't be surprised if members of the Obama Administration...AND OBAMA...are under investigation.

There are restrictions regarding information concerning those not indicted, and there could be identifying info of intel personnel.
