The house inquiry is the equivalent of a grand jury proceeding. In that type of proceeding, ONLY the prosecution gets to choose what witnesses and evidence are used. There is no cross-examination (though you actually do get that in these hearings). The defense doesn't call any witnesses.
When an idictment (in this case an Article of Impeachment) is issued, THEN the defense can call RELEVANT witnesses at the discretion of the judge.
