In my former state of Florida, if you cheered, the cops would kindly escort you out of the ceremony. If you resisted in any way, they would arrest your ass. Then you miss the graduation party because you family is trying to muster up your bail money.
If you want to sit through listening to people blasting air horns, screaming and acting like total morons because Little Johnny was the first in the family to actually graduate from high school we could always make the ceremonies much longer, but at about 3 hours, you have already exceeded most people's patience.
The local government would be issuing fines. If you read the article, you would know there was disagreement over enforcement. I am sure that can be worked out.
If you act like an ass, you should be fined! If stupid were truly painful, many people would be in agony forever.
