"We started to develop the monitoring system of elections in the United States," - he said.

With enough money and influence you can decide the outcome of elections, because there are always enough insecure and undecided voters who can be impressed and propagandized with the money.
Money can buy all of the politicians, and those who are not for sale will have a shortlived career.
Off course, money that funds the U.S. policymakers influences the politics of the country.
